Advocacy Win: Saskatoon & Region Home Builders’ Association Pleased to Announce Delayed Implementation of Tier 3 to January 1, 2026

SASKATOON, SK (SEPT 27, 2024) – We are pleased to share the news that the Government of Saskatchewan has announced today a one-year delay in the implementation of Tier 3 energy efficiency requirements, now set to take effect on January 1, 2026. Over the past several months, the Saskatoon & Region Home Builders’ Association (SRHBA), alongside industry stakeholders and partners, has actively advocated for this delay. Our efforts, including discussions with the Ministry and various MLAs, emphasized the benefits of providing industry with more time to prepare and build capacity to meet these targets, while also minimizing the impact on housing affordability.  This delay was also a key recommendation in our recently released Secure Homes, Strong Future: A Housing Policy Blueprint for Saskatchewan.

“An additional year to implement the next tier in energy efficiency allows our industry partners to have the time and tools needed to ensure the best possible builds,” Government Relations Minister Don McMorris said. “This will maintain Saskatchewan’s competitiveness with other provinces while maintaining affordability for residents.”

“We support the delayed implementation of Tier 3, as it provides home builders with valuable time to build capacity and prepare for the upcoming energy efficiency requirements,” said SRHBA CEO Nicole Burgess. “We are grateful to the Ministry of Government Relations, particularly the Building and Technical Standards Branch, for their collaboration with the home building industry. This decision ensures that we continue to build the homes Saskatchewan needs while maintaining our position as one of the most affordable places to live in Canada.”

In January 2024, Saskatchewan adopted the 2020 edition of the National Building Code (NBC) by regulation under The Construction Codes Act. These regulations involved the implementation of Tier 2 and Tier 3 energy-efficiency requirements on January 1, 2024, and January 1, 2025, which is now to be in effect January 1, 2026 across Saskatchewan.
